Putting Children and Families First: Head Start Programs in 2010

In 2010, Head Start served more participants than the previous year. Families continued to seek Head Start services at a high rate and nearly all children had health insurance at the end of the program year. Challenges still exist as teachers' salaries remain stagnant and the percent of teachers with degrees decreased slightly from 2009 to 2010.

Supporting Our Youngest Children: Early Head Start Programs in 2010

In 2010, Early Head Start (EHS) saw the largest increase in enrollment in its history. EHS families continued to access services at a high rate and children continued to be connected to medical and dental services. Challenges continue to exist, though, as teachers' salaries remain stagnant and a smaller percentage of teachers had an associate degree or higher in 2010 compared to 2009 and 2006.

Early Child Care and Education: HHS and Education Are Taking Steps to Improve Workforce Data and Enhance Worker Quality

A new study was released by the U.S. Government Accountability Office (GAO) that describes steps being taken toward improving early care and education workforce data and enhancing workforce quality. Using a variety of state and federal interviews and data sets, the GAO examined:  (1) current information about the composition, education, and income of the ECE workforce and how these characteristics relate to quality of services, and (2) what activities and initiatives are underway by the U.S. Departments of Health and Human Services (HHS) and Education, and in the states that finance the improvement of worker quality?

Coaching and Quality Assistance in Quality Rating Improvement Systems

Quality Rating Improvement Systems (QRISs) commonly offer on-site technical assistance (TA) and coaching to help early care and education settings achieve quality improvements and a higher QRIS rating. In surveys of administrators overseeing statewide QRISs, almost all states reported the use of on-site TA and coaching in both center-based and home-based settings.

Increasing Participation of ELLs and Children of Immigrants
States nationwide have experienced significant demographic shifts in the past decade. Young children are more culturally and linguistically diverse, and many come from immigrant families. In fact, there are more than 16 million children living in America's immigrant families - the vast majority are U.S. citizens who were born in the United States. Increasing participation in early childhood programs for underrepresented and special populations is a priority for many ECACs. What strategies are states using to increase overall access to programs and to improve the quality of services for culturally and linguistically diverse children and families? How are states addressing the challenges faced by children in immigrant families in accessing early care and education services?

Join a webinar to learn more about the demographic shifts occurring in states and what policies can support improved access and overall quality improvement for children of immigrants and ELLs. Hear how ECACs can address the needs of ELLs and children of Immigrants and learn examples of what ECACs are doing in this area.

Investing in California's Babies Means Investing in California

This fact sheet was recently developed by the California Alliance team for use in legislative visits and other advocacy work during the Spring of 2011.  The achievement gap begins to show as early as 18 months of age in vocabulary differences between children who have high vs. low exposure to a rich language environment.  These early vocabulary differences predict reading scores in third grade.

Professional Development Systems

An integrated professional development system helps to develop and retain a knowledgeable and skilled workforce of effective, diverse, and adequately compensated professionals.  How are states pulling together fragmented activities and programs into comprehensive systems to support all early childhood professionals?  Hear about related national trends and resources, and two specific state examples.  State panelists from Connecticut and Iowa will highlight the role of ECAC in cross-sector and cross-systems approaches to planning and implementation, successes and lessons learned.
